Following on from the APO Leaders Breakfast on March 26, 2025, the Ambassador provided a crucial perspective on the intersection between financial innovation
and ecological transition in Africa. In a context where the continent faces an annual need of $277 billion for climate financing, her intervention underlined the urgency of rethinking Africa's financial architecture.
A strategic vision of climate finance
Ambassador Masire-Mwamba focused on a historic opportunity: positioning Africa as a world leader in green growth. She warned against the risks of an underdeveloped financial ecosystem holding back this continental ambition. Her presentation demonstrated how climate challenges can be transformed into levers for economic development, provided the appropriate financial instruments are in place.
He focused on three priority areas. Firstly, strengthening national and regional regulatory frameworks to secure green investments. Secondly, improving the capacity of African capital markets to absorb and channel climate finance flows. Finally, the systematic integration of climate finance into the continent's diplomatic and multilateral strategies.
The Ambassador placed particular emphasis on the need to overcome dependence on external financing by developing innovative mechanisms rooted in African realities.
